New Research Project, funded by the Volkswagen Foundation and the Ministry of Science and Culture of Lower Saxony, has been granted

The Lower Saxony Institute for Economic Research has succeeded in the funding program "Science for Sustainable Development" with the joint project "Sustainability Transitions in the Food Production". Joint project partners are the University of Göttingen (consortial leadership), the University of Vechta and the German Institute for Food Production in Quakenbrück. The project is funded from 2015 to 2018 jointly by the Volkswagen Foundation and the Ministry of Science and Culture of Lower Saxony, from resources of the "Niedersächsisches Vorab".

Research Center Establishment Panel is continued by the NIW

Since 1994, the "Research Center Establishment Panel Lower Saxony" of the Leibniz University of Hannover explores the labor market developments in companies of Lower Saxony. Since 2002, it informs annually business and politics on employment trends in the state. Now, the Lower Saxony Institute for Economic Research (NIW) takes on the tasks of the research center. This guarantees for important facts and analyzes of the labor market in Lower Saxony to be provided currently and representatively. An additional benefit arises by the establishment of a labor market research center in the State Office for Statistics of Lower Saxony (LSN).

New Publication: Gender-specific Behavior of Parents already starts in Early Childhood

Several studies show that boys have a lower performance in the education system than girls. In order to investigate the causes of this phenomenon and its development over time, Thomas Mößle, Christian Pfeiffer and Dirk Baier from the Criminological Research Institute of Lower Saxony (Kriminologisches Forschungsinstitut Niedersachsen, KfN) have released a collected edition with the title "Die Krise der Jungen" (The crisis of boys), published at Nomos Verlag. For this collected edition, Malte Sandner (NIW Hannover) and Matthias Schock (Leibniz Universität Hannover) have worked out an article with the title "Geschlechtsspezifisches elterliches Verhalten gegenüber Kleinkindern – eine empirische Untersuchung" (Gender-specific behavior of parents with small children – an empirical investigation). In their article they show that activities, which are beneficial for education performance of children such as reading to children, are done by parents more often with girls than with boys, already in early childhood.

New Expertise on the Transportation Infrastructure and Regional Development in Holzminden-Höxter has been released

On behalf of the B240-initiative, Holzminden, the NIW has worked out an expert report on the regional development in the region of Holzminden-Höxter. Based on an empirical analysis of the regional development in Holzminden-Höxter, the expertise answers the question: "What will happen if the transportation infrastructure is not improved?".

New Publication: The Home Visiting Program "Pro Kind" Improves Maternal Knowledge About Dental Health

Early childhood caries and its consequences represent a serious and unsolved problem in families with low socioeconomic status or immigrant background. This is a critical issue regarding the fields of public health and health economics. In the recent article "Oral health care promotion in early intervention – A randomized controlled trial", which has been released in the Deutsche Zahnärztliche Zeitschrift (German Dental Magazine), the authors Peggy Herrmann (MHH), Karen Meyer (MHH), Malte Sandner (NIW Hannover), Tanja Jungmann (University of Rostock), Alexander Rahman, Werner Geurtsen and Hüsamettin Günay (all MHH) exhibit that the early intervention program “Pro Kind” can be a preventive strategy against early childhood caries.

New Publication: More Rigorous Use of Benefit Sanctions Increases Employment

The implementation of the "Hartz IV"-reform almost ten years ago lead to a change of paradigm in the German labor market policy: Instead of paying monetary benefits, personal responsibility is given a stronger emphasis than before. Furthermore, the integration into the labor market is encouraged and stipulated. To achieve these goals, it is possible to impose sanctions against benefit recipients if they fail to attend to their duties. However, the level of knowledge about the individual impacts of sanctions is still low. Thus it is difficult to deduce recommendations for action for labor market policy. Recently the paper "Intensifying the Use of Benefit Sanctions: An Effective Tool to Increase Employment?" was published in the IZA Journal of Labor Policy. In this paper the authors Bernhard Boockman (IAW Tübingen), Stephan Thomsen (NIW Hannover) and Thomas Walter (ZEW Mannheim) consider the question to what extent sanctions contribute to an increase of employment.

New Publication: Reduction of University Preparatory Schooling from 13 to 12 Years Does Not Influence Development of Personality

The reduction of university preparatory schooling by one year has been implemented in nearly every federal state of Germany. One point of criticism in the public debate has been the potential negative effects on the complete development of the personality of the affected students. In their recently published article "Variation of Learning Intensity in Late Adolescence and the Impact on Personality Traits" in the Journal of the Royal Statistical Society A, Hendrik Thiel, Stephan Thomsen and Bettina Büttner analyze this question using individual data which have been collected in the context of the reform in Saxony-Anhalt. The effects, which are identified by a control group approach, do not indicate a significant impact of the reform on the investigated personality measures.

NIW researchers Sissa Carlsson, Friederike von Haaren and Malte Sandner are presenting at the annual conference of the European Association of Labour Economists (EALE) in Ljubljana, Slovenia, on 18-20 September 2014. Invited lectures are given by Lawrence Katz (Harvard University), Oriana Bandiera (London School of Economics) and Jan van Ours (Tilburg University).

New BMBF-Project at the NIW: Branding of Urban-Rural-Regions by Characteristics of Cultural Landscapes

The Federal Ministry of Education and Research (BMBF) finances until the year 2019 a research project at the NIW, which is focused on an important location factor in the competition among European regions: the quality of landscape and the associated quality of life. The project is carried out in cooperation with the Universities in Hannover and Hamburg, the Hanseatic City of Lübeck, the Administrative District Ludwigslust-Parchim, the Archaeological Office of Schleswig-Holstein, the Landschaftspflegeverein Dummersdorfer Ufer e.V. and the company "mensch und region". The objective of the project is to investigate – for the metropolitan region of Hamburg – how the landscape history can be systematically and convincingly operationalized for a branding of urban-rural-regions. The NIW will especially investigate the socioeconomic aspects of cultural landscapes in the respective regions. Furthermore, the potentials of value-added chains with respect to cultural landscapes will be evaluated and a development plan will be worked out.

New BMBF-Project at the NIW: Continuation of the Analysis of the Home Visiting Program Pro Kind

The analysis of the home visiting program Pro Kind, which supports first time mothers with financial and social problems, is being continued. The project had already been funded between 2007 and 2012 by the Federal Ministry of Family Affairs, Senior Citizens, Women and Youth (BMFSFJ) and is now funded for three further years (from August 2014 to August 2017) by the Federal Ministry of Education and Research (BMBF). The aim of the project is to investigate the medium-term effects of the home visiting program on children of age six and seven. These include potential effects on familial health, parental skills, as well as children's cognitive and socio-emotional development. The project is carried out in cooperation with the Criminological Research Institute of Lower Saxony (KFN), the University Hospital Leipzig and the University of Rostock. The NIW analyzes, in particular, the health economic and macroeconomic potentials of the home visiting program.

New Publication: The Role of Personality for Income Differences and Occupational Choice

For many years, income disparities have been an issue of social debate. In this context, not only income disparities between men and woman exist, but there are also income differences within groups of a similar level of education. However, why do only few people change to a job with higher salary? Furthermore, why are there large and growing income differences, although the education of a vast majority of the population has been increased for years? Katrin John and Stephan Thomsen investigate these questions in their article "Heterogeneous Returns to Personality: The Role of Occupational Choice", which has been published in the current issue of Empirical Economics.

NIW has been authorized by the Leibniz University of Hannover to call itself "Institute at the Leibniz University of Hannover"

The presidium of the Leibniz University of Hannover has authorized the NIW in a decision in June 2014 to call itself "Institute at the Gottfried Wilhelm Leibniz University of Hannover". This emphasizes the high scientific quality of NIWs work as well as the close and trusting cooperation of NIW and LUH.

Dr. Malte Sandner has been awarded the prize of the Wolfgang Schultze Stiftung

Dr. Malte Sandner, research associate at the NIW Hannover, has been awarded by the Wolfgang Schultze Stiftung for his dissertation. In his work, Dr. Sandner has analyzed the impact of a professional support for socially disadvantaged young mothers on the development of their children. The Wolfgang Schultze Stiftung supports scientific projects and studies, which contribute to social responsibility in the market economy.

New Publication: Unexhausted Potentials in the Allocation of Child Care Spots

The German family policy has been systematically and comprehensively evaluated by the first time by the overall evaluation of family-related benefits. The main results of this evaluation are presented in the current issue of the Quarterly Journals of Economic Research (Vierteljahreshefte zur Wirtschaftsforschung, Vol. 83, No. 1) under the title „Familienpolitische Maßnahmen in Deutschland – Evaluationen und Bewertungen“. In addition, the issue includes further studies, which do not directly correspond to the overall evaluation, but have been worked out in this context. One of these studies has been worked out by Sissa Carlsson and Stephan Thomsen from the NIW Hannover.

The price „Clever Heads, Strong Ideas" goes to Benjamin Storz from the University of Oldenburg for his Bachelor thesis on the legal structure of the financial participation on German soccer clubs in comparison to other important european leagues.
